A Report Card on the Laws of Armed Conflict (February 17, 2026, at 11 AM Eastern Time/4 PM GMT) The observation that these are challenging times for international law and that armed conflict is the crucible in which so many of the challenges arise has graduated to the level of cliche and truism.
