Can war crimes suspects travel – on forged passports?

Here is an interesting story on the attempt of a Sudanese government minister to travel abroad despite his indictment by the ICC. As the Sudan Tribune reports Ahmed Mohamed Haroun, minister of state for humanitarian affairs, made an attempt to fly to Saudi Arabia in order to participate in an annual Islamic pilgrimage.
