Provisional resolution on ‘Legal remedies for human rights violations in the North-Caucasus Region’

The Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe has earlier this week adopted a provisional version of resolution on ‘Legal remedies for human rights violations in the North-Caucasus Region’. The Draft Resolution calls upon the Russian central and regional executive and judicial authorities to: ‘bring to trial in accordance with the law all culprits of human rights violations, including members of the security forces, and to clear up the many crimes which have gone unpunished’ (para. 13.1.2).  The Draft Resolution also recommends that ‘the Committee of Ministers assign itself the monitoring of the Russian Federation’s commitments concerning the state of democracy, human rights and rule of law as regards the situation in the North Caucasus’ (section 3). The Parliamentary Assembly will be discussing draft resolution at its plenary session during 21 and 25 June 2010.
