A Report Card on the Laws of Armed Conflict (February 17, 2026, at 11 AM Eastern Time/4 PM GMT)
The observation that these are challenging times for international law and that armed conflict is the crucible in which so many of the challenges arise has graduated to the level of cliche and truism. On a more granular level, debate centers on whether the norms of International Humanitarian Law (the law of armed conflict) are still fit for purpose, and on whether there exists a critical mass of compliance and political will to enforce the law. The panel will explore these propositions in contemporary contexts, including the so-called “War on Terror,” Russia/Ukraine, Israel/Palestine, Sudan, Venezuela and U.S. drug boat strikes, among others.
