		<description><![CDATA[Even while I sit  in Addis Ababa, one year after the decision to establish an ICC office here, I am left alone to present the ICC&#039;s message at PART 13. FINAL CLAUSES, Article 119; The Assembly may itself make recommendations, including referral to the ICC in conformity with the Statute.  The US and Britain want you to believe that it must be the Security Council.  It is not. The ICC can prosecute Bush by voting in the General Assembly.]]></description>
